Kohli smashed his way to an unbeaten 77 off 46 deliveries as the home side posted 156-6 in their 20 overs.
Despite losing the wicket of Jason Roy fairly early, Buttler went on the attack, taking the Indian bowlers to all corners of the Narendra Modi Stadium.
Dawid Malan added only 18 but Buttler received handy assistance from Jonny Bairstow, who also struck a few telling blows.
Buttler reached his half-century in no time and kicked on to see England home with ten balls to spare. England now lead the five-match series 2-1 with the next match scheduled for Thursday.
